Paul Racs, Director – Community Beautification at City of Los Angeles

Paul Racs has been an employee for the City of Los Angeles, Department of Public Works since 1987.  He was appointed as Director of the Public Works Office of Community Beautification (OCB) in 2007, overseeing an office that is responsible for working with community based non-profit organizations and volunteers with an emphasis on cleaning and beautifying the City of Los Angeles.  Mr. Racs oversees contracts with a value of more than $10 million with organizations responsible for graffiti removal and community beautification services throughout the 470 square miles of Los Angeles.

Over the past year, the Office of Community Beautification has coordinated the efforts of over 25,000 volunteers who provided more than 111,000 hours of community service citywide.  The OCB graffiti removal program last year removed 32.5 million square feet of graffiti from over 550,000 locations citywide.

Over the past few years, he has been awarded the Spirit of Los Angeles Award by former Mayor Antonio Villaraigosa, and Career Service Award for outstanding contributions to the City of Los Angeles.  In his spare time Mr Racs is involved in community service as well, donating time to coach youth sports at his local community park, as well as serving as Scoutmaster for the local Boy Scout troop.

Sandra Sagert, President – Anaheim Beautiful; Anaheim Community Preservation Manager; and Interim Anaheim Planning Director

Sandra Sagert has been in local government for over 25 years starting in a small city in Los Angeles County for five years and has since spent the last 20+ years with the City of Anaheim.  She obtained her Bachelor's of Science degree from Hope International University in Organizational Management followed by her Master's Degree from Chapman University in Organizational Leadership.

In Anaheim, Sandra has been responsible for obtaining a 2.4 million dollar grant for Anaheim's West Anaheim Youth Center and Police Substation. She currently is the Community Preservation Manager and License Collector for Anaheim which are the friendlier labels for Code Enforcement Manager and Tax Collector.

She is responsible for collecting and reconciling over 120 million dollars a year in taxes especially the Transient Occupancy Tax which is Anaheim's largest revenue for the general fund.  She handles over 21,000 businesses taxes, over 40,000 complaints a year in code enforcement, oversees the Quality Rental Housing Program, Water Quality Enforcement, Anti-Scavenging, Parking Enforcement, Animal Control and Graffiti Removal Programs and Homeless Outreach Team.

Anaheim's Graffiti Removal Program has grown over the years and was outsourced a few years ago. Sandra helped lead the City's ACAGE (Anaheim Community Anti-Graffiti Effort) which was a global attack on vandalism from community involvement, justice system, protecting your location, marketing, schools, and youth leadership groups all playing a role in deterring graffiti and educating students.

Forrest de Spain, Inspection & Investigation Graffiti Abatement, City Contracts County of Orange

Forrest C. de Spain has 25 years of dedicated service to the County of Orange. For the past 6 years he has held the title of Graffiti Inspection Specialist for the County of Orange Public Works Department.  Mr. de Spain’s work history also includes Orange County Zoo Director for seventeen years and Maintenance Inspector Specialist for the Orange County Parks Trails.  Mr. de Spain has an Associate’s degree in General Psychology from Moorpark College, a Bachelor’s degree in Experimental Psychology from the University of California at Santa Barbara and a Master’s degree in Business Administration (MBA) from California Lutheran University. 


Dave Elliot, President/CEO Santa Ana Chamber of Commerce - Panel Moderator

Mr. Elliott is a 25-year-plus community member of Orange County. He currently serves as President/CEO of the Santa Ana Chamber of Commerce, serving the second largest city in Orange County (375,000 people).

Before coming to the Chamber in the summer of 2010, he served as Associate Vice President for University Relations at Vanguard University, where he served effectively in several roles for over 15 years.

In addition, Dave (as most people call him) is president of David Elliott & Associates, Inc., a business development and consulting firm serving for-profit and non-profit businesses and organizations.  He is known throughout Orange County as a relationship builder and connector of people.  His motto is “Just do good and you will make a difference."  It is always about the people you are surrounded with that make you successful and significant.

Graduate work in Secondary Education from Biola University

As a business development professional, Dave teaches “How to Build a Meaningful Relationship Network” and leads two successful networking groups: the Business Owner’s Advisory Team (BOAT) and Centers of Influence Network (COIN).

He has been married to his wife Sherri for over eight years, with four children and 12 grandchildren.  They enjoy entertaining, playing golf, travel, dining, movies, and theater.
